County reapportionment is done every ten years based on the U.S. Census. In response to Pennsylvania’s population loss in the 2010 census, changes have to be made to the state's congressional districts, but accounting for the change can lead to some confusing rules and remapping of districts. Lora Lavin, Representative Government Specialist for the League of Women Voters PA, talks about the complexities of reapportionment, redistricting and how they come into play with Tuesday’s election.
